They include cutting nearly £4.5m from the care budget for vulnerable adults and £2.9m from the education budget.
Deputy leader and cabinet member for finance Ian Parry said: "We have not made unnecessary cuts, we have remodelled services."
The proposals also include cutting £170,000 of funding for the council-owned Shugborough Hall.
The Conservative-controlled authority also plans to freeze council tax up until 2014.
A cabinet meeting is due to be held on Wednesday to discuss the proposals, which are part of a three-year plan to cut £75m.
The council said it had already made 220 job losses so far out of the 500 post cuts that were announced earlier in the year.
